Onondaga County lawmakers expand property tax breaks for seniors, persons with disabilities

Syracuse, N.Y. -- Onondaga County lawmakers today expanded property tax exemptions for seniors and people with disabilities. The legislature unanimously approved measures to increase the maximum income limit for both groups to qualify for the tax breaks, from $37,400 to $58,400.

State legislation in 2022 gave local governments and school districts the authority to raise the income limits.

The new income thresholds provide tax breaks on a sliding scale. At the high end of the income limit, a taxpayer who makes between $57,500 and $58,400 can get a 5% exemption. The biggest break goes to people who make $50,000 a year or less, who can exempt 50% of their assessed value from taxation.

The new legislation will expand the pool of eligible taxpayers and increase the total amount of their exemptions. Some taxpayers will save hundreds as a result.

The senior exemption is available for people 65 and older. Persons with disabilities can qualify if they provide documentation, from the Social Security Administration or another agency, that a disability limits their ability to work or participate in other “major life activities,’' according to state regulations.

The exemption passed today will apply only to county taxes. The current county tax rate is $4.26 per $1,000 of assessment, although that could change in future county budgets. Since the assessment rolls are already established for the January 2024 county tax bills, the new tax break limits would take effect with the 2025 bills.

Senior exemptions are different than Enhanced STAR, which only applies to school taxes. Senior exemptions can be different in each municipality and school district. The towns of Salina and Manlius previously increased their income limits for the exemptions.
