The vote passed narrowly at 51 per cent Wednesday night during a special general meeting. The Pearson Teachers Union represents over 3,000 teachers at the school board.
However, teachers voted in favour of extending a work-to-rule campaign.
Quebec unions representing public sector workers struck an agreement-in-principle in December after months of stalled talks over collective agreements with the provincial government.
Teachers, healthcare professionals and other civil servants held rotating walkouts across the province for months to protest contracts and budget cuts.
